Corporate Social Responsibility
HQ Power Achieves Major Social Responsibility Milestones
HQ Power is committed to integrating itself in the community and becoming a main actor on the economic and social welfare of the Mamba Sector community. Beyond various authorizations and contractual agreements with Rwandese authorities, HQ Power has developed comprehensive Corporate Social Responsibility programs around education, housing, health, and livelihood restoration.
HQPOWER SOCIAL RESPONSIBILITY PROJECTS ACHIEVED MILESTONES 2020-2021
HQ Power is committed to integrating itself in the community and becoming a main actor on the economic and social welfare of the Mamba Sector community where it works. Beyond the various authorizations and contractual agreement with Rwandese authorities, HQ Power sees herself as a guest in the Akanyaru community and Gisagara District in large.

To that purpose, HQ Power is dedicated to being a good neighbor and improve the living standards of the community. Apart from local people employment, local purchasing, and the compensations offered to the project affected persons (PAPs) through land expropriation; HQ Power has developed a Corporate Social Responsibility program around different thematic areas that continue to be enhanced over time during the lifespan of the project.
Education – Support to Kabumbwe Primary School
On 11th May 2021 HQ Power project donated a 40 ft container to Kabumbwe Primary School for the library purpose. The 40ft container was repurposed into a library that is expected to serve over 1700 pupils enrolled at Kabumbwe Primary School. Key improvements were made to transform and remodel the container into a usable library resource room. This included installation of two (2) glass windows, a front door, electrical installations, painting of both internal and the exterior, fixing of bookshelves and ventilation equipment’s. Further HQ Power mobilized resources through fundraising and equipped the library with the required number of books per class as guided by the school management. In an effort to enhance proper sanitary hygiene at the primary school, Yumn Project also constructed a block of toilet with six (6) rooms including a special room designed to serve persons living with disabilities. The block of toilets are expected to reduce congestion on the existing facilities, serve both boys and girls in order to improve on the overall hygiene at the school.
Housing – Community low-cost housing project
As part of support for vulnerable persons, Yumn Ltd -HQ Power Project linked up with the local Mamba Sector authorities on 10th August 2020 to commence on an ambitious project meant to construct 33 low-cost houses in Kabumbwe cell. As of November 2021, all the 33 low-cost houses targeted to be constructed were completed and handed over to the beneficiaries. The handover event was graced by the acting Mayor for Gisagara Mr. NTAGANZWA Atanas, Mamba Sector Executive Secretary Mr. Eugene MANIRARORA, HQ Power Project chairperson Mr. Ahmet Karasoy accompanied by the project manager Mr. Tonci Tadic amongst other invited guests. Madam AHOBANTEGEYE Domithiria a Mother of 9 children pictured with 5 below, expressed her joy of receiving a house.
Health – Muetelle de sante
Yumn Limited -HQ Power project committed to support vulnerable PAP households with Muetelle de sante health insurance cover. In the financial year 2019/2020 the Project covered 561 households with 2,000 beneficiaries, whereas in 2021/2022 financial year the project covered 189 households with 1,000 beneficiaries. The health insurance targets both Yumn project affected persons (PAPs) / households, and at large the vulnerable families in Mamba Sector – the local authority hosting the project. This is meant ensure healthy lives and promote well-being for all in line with global sustainable development goal (SDG) and Rwanda community-based health insurance program (or CBHI) on universal access for all.
Livelihoods Restoration program / Resilience – Cow & Pig Project
Yumn Limited – HQ Power understands that the peat production operations have impacted on the livelihoods of families who relied on peat land for their farming activities. The project has hence embarked on improving and enhancing the local people livelihoods to better status than pre-project levels through enhancing their households’ incomes. Apart from prioritizing households affected by the project in the employment policy, HQ power has a project aimed towards provision of Cows and Pigs to the vulnerable households. From November 2020 through March 2021, a total of 3 cows and 57 pigs were donated to 60 households serving approximately 240 family members within Kabumbwe and Gakoma cells of Mamba Sector. It is anticipated that as a result, the household head’s ability to provide for their household’s needs will improve from the sale of offspring’s, milk, and application of organic manure to their farms which will increase food production. In the financial year 2021 /2022, Yumn project has targeted 51 vulnerable households with approximately 200 family members to benefit from the Cow / Pig / chicken donation project.
Water- Access to safe drinking water
Yumn Ltd -HQ Power Project supported Gakoma Catholic Church Parish – Nun’s housing to rehabilitate two water tanks of 5,000 liter’s each which were dilapidated and abandoned
HQ Power extends a helping hand to the vulnerable Families during COVID-19 lockdown
HQ Power Project operating in Rwanda, recently made a donation of Rwf 2 million to Solid Africa, a local non-profit organisation that supports vulnerable patients in public hospitals.
This contribution will help finance the supply of 2,591 meals to economically disadvantaged patients in four public hospitals across the City of Kigali: CHUK, Kibagabaga, Muhima, and Masaka.
According to Isabel Kamariza, President and Founder of Solid Africa, most patients under the food programme come from remote areas, making it difficult for their families to bring them food every day, especially during the lockdown.
Before the coronavirus outbreak, Solid Africa prepared 400 meals daily. After lockdown measures, the number doubled to 800 per day.

Through five programmes, Solid Africa provides food, hygienic products, and non-insured medicaments to accelerate patient recovery, preserve dignity, and promote equity.
Founded in 2011, Solid Africa now cooks and delivers 2,400 meals a day to 800 patients around Kigali. Their kitchen, the first industrial in Rwanda, can cook up to 15,000 meals per day.

HQ Power has marked a tremendous impact on the Rwandan community, specifically in Gisagara District of the Southern Province.
Despite being only four years old in Rwanda, HQ Power—a joint venture between Turkish Hakan Madencilik Ve Electrik and Quantum Power—will soon complete the largest private power plant in the country with 80 MW installed capacity.
This facility will connect to the national grid, contributing 70 megawatts—enough to power 300,000 households and new industries.
HQ Power has also brought together around 250 people from the community into a cooperative, providing daily work and incomes 2.5 times higher than before. At least 1,500 employees have worked on the project, most from Gisagara District.
As part of its social development, the company provides capacity building, job opportunities, prioritizes local residents, covers community-based health insurance for poor families, and has contributed to refurbishing a local school.
Minister of Infrastructure and State Minister Visit HQ Power Project
The Minister of Infrastructure and State Minister of Water and Sanitation visited HQ Power Project at Kabumbwe Cell, Mamba Sector, Gisagara District in the Southern Province of Rwanda, where construction works are ongoing.
The delegation comprised Hon. Minister of Infrastructure Amb. Claver GATETE and his team, State Minister of Energy and Water Sanitation Mrs. Germaine KAMAYIRESE and her team, Rwanda Energy Group Limited (REG), Water and Sanitation Corporation (WASAC), and Rwanda Transport Development Agency.
The visitors were received at the site by the HQ Power managerial team headed by Mr. Hakan KARASOY (Chief Executive Officer).
The visitors proceeded to the site office for a presentation by Mr. Gaurav Bhasin (Project Director – SP EPC) on project progress, timelines, and resource requirements such as start-up power, water for construction, and roads for consignment movements.
The team received a brief Health, Safety and Environment orientation, then toured the site where Mr. Hakan KARASOY (CEO) and Jussi NAKARI (Project Director) explained ongoing activities and progress.

After visiting the construction activities, Minister of Infrastructure Amb. Claver GATETE appreciated the progress of Rwanda's first Peat to Power Plant.

HQPOWER WINS IJGLOBAL AWARD
HQ Power was awarded “African Power Deal of the Year 2017”.
Awards
HQ Power has been awarded the Africa Power Deal of the Year in the Infrastructure Journal Global Awards 2017 in a ceremony held in London, England. HQ Power being the first project of its kind in Africa (first peat power project in Africa) expected to increase 40% of national power capacity and it will bring more energy to the Country since it will use 100% of domestic fuel leading to reduction of imports. The plant is located in the southern province, Gisagara district.
The project will have 80 MV capacity and is expected to one of the biggest power plant in Rwanda when production starts in 2020. This will contribute to the country target of achieving 512 MV of installed power capacity by 2023/24 from 210.9 MV in 2017 as per the Rwanda Development Board numbers. This will improve access to electricity for the local population and promote a much need investment for a country which has been showing steady growth for the past 20 years.
HQ Power Project is owned by Hakan AS, a Turkish Energy Company and QUANTUM POWER, an international power company and THEMIS a project development company. Included lenders are AFC (Africa Finance Corporation) which served as the lead arranger for the debt, and other lenders like Finnfund, Trade and Development Bank (TDB), African Export-Import Bank, and the Development Bank of Rwanda.

HQ Power and Shapoorji Pallonji Rwanda have donated assorted scholastic materials to Kabumbwe Primary School in Mamba Sector, Gisagara District. The materials including bags, books, pens and pencils were given to pupils earlier this week.

Handing over the donation, the CEO Hakan Karasoy said the donation was part of ways of giving back to the community, where they are constructing a peat power plant.

“Our primary objective here is to construct a plant that will produce electricity from the peat available here but that’s not all; we want to elevate the welfare of our neighbors and the plant in particular. We can only be proud when our neighbors are proud of our presence” said Hakan.
Mr. Hakan Karasoy stressed their concern for families which he said it is why they are supporting children education as a way of supporting families in the short and long run. “We believe the children are the generation after us this is why we give them scholastic materials to support them on their journey of supporting themselves and their families,” he added.
The items went to the best pupils in class and also children from vulnerable families under the first category of Ubudehe. According to the school head teacher, Cassien Harerimana, several pupils from vulnerable families are prone to absenteeism and eventually dropping out of school mainly because of lack of scholastic materials.
The school has a population of about 2000 pupils.

GOVERNOR OF THE SOUTHERN PROVINCE VISIT THE HQ POWER PROJECT

The Governor of SOUTHERN PROVINCE Mrs. Marie Rose MURESHYANKWANO accompanied with the Mayor of Gisagara and the Executive Secretary of Mamba Sector visited the HQ Power Project site. The purpose of the visit was to look at the progress of the ongoing construction works of the Peat to Power Plant which might impact the livelihood of the population of Rwanda.
Corporate Social Responsibility (CSR) activities were organized where 1,680 and 1,170 people from Mamba Sector were supported with Local Health insurance coverage by HQ Power Rwanda and Shapoorji Pallonji respectively.
Governor of Southern Province with her team visited camp site along with the HQ Power team.
Mr. Chandrakant Mishra (Branch Director) introduced the project site team and Mr. Adarsh Unny delivered a brief presentation on activities at site and progress.
Chandrakant Mishra explained the major structures and operation of the power plant.

FINNFUND DELEGATION VISIT THE HQ POWER PROJECT

The FINNFUND delegation headed by the CEO of FINNFUND, Mr. Jaako KANGASNIEMI visited the HQ Power Project on Friday, 19th January 2018. The visit took Place at Kabumbwe Cell, Mamba Sector, and Gisagara District in the Southern Province of Rwanda where the Project Construction works are underway.
The Finnfund Delegation comprised of the CEO, Senior Management, the Advisory Board of FinnFund consisting of parliamentarians and the Head of the Foreign Ministry.
The visitors were received at the site by the HQ Power Rwanda managerial team headed by Mr. Hakan KARASOY (Chief Executive Officer).
A Health and Safety induction was conducted by Mr. Seenivasan Subramanian (Safety Engineer) and gave a brief description of the HSE procedures, activities and trainings at site.
After the briefing on the ongoing activities in regarding to HSE Mr. Avtar Narang (Resident Construction Manager) gave a brief update on the ongoing construction activities at site.
Then The FINNFUND Delegation proceeded towards the visit where Mr. Rupesh Kumar (Head-Civil) explained Grading activities that are ongoing at site.
